You’re absolutely correct! Almost all long /u/ sounds have a /y/ pronunciation before the “u”. However there words like tune, tuna, prune, tube, rude, and blue that do not have the /y/. Unfortunately there are not any formal rules for when it is pronounced each way. Fantastic point!
